Ability to create locker lists / location for vehicle equipment

The vehicle equipment list is lifted directly from the vehicle inspection, if the inspection uses the general Section/Sub Section Structure, placing an item in NS1 -> Top Shelf will allow items in that section to be searched and return the location.
