Add 'With CFA' and 'With Third-Party' Status & External Reference for Action Items

When we escalate issues to DMOs, ICT, vehicle servicing, etc. it would be nice to have an option to set that so we know it's not currently our issue, but with someone else/may require follow up from there. Additionally, allowing an external reference such as a Ticket Number, WorkZone number or ICT Request Number, would be advantageous to help reference.
