Inspection template CSV import should allow you to select the inspection target (Vehicle, Equipment, General, etc)
Currently when creating an inspection template through CSV import you cannot select the target type (appliance, equipment, general, ba) and it defaults to a pseudo-appliance target (where you can select an appliance type but not a specific vehicle).
A workaround for this issue currently is to create an empty inspection template (e.g. equipment targeting a specific piece of equipment) then update from csv
